May 14, 1942 reply letter from Marathon County Clerk of Court reference to Mary Frances PROFT reference to Franz's citizenship status

Was the court confused distinguishing between  Franz Sr. and Franz Jr.?  The "Certificate of Naturalization" references the March 23, 1889 "Declaration of Intention" in which "Franz Sr." is indicated.  Was it Junior or Senior that actually followed through to became a citizen?
